This case study describes a collaborative project between a private nursing school in Africa, and the
faculty of a public university in California. The project embeds the nursing school within the framework of the Tanzanian national healthcare system by examining the relationship of community workforce development and educational development within the nursing school. A series of goals and a work plan are described over a three year period. The project identified structural weaknesses, provided a link between workforce and educational development, and implemented a technology-based delivery system.
